
Several Michigan laws regulate how yard clippings, including leaves, grass, and brush materials, are managed for disposal from the residential waste stream. For example, Part 55 of the compiled laws of Public Act (PA) 451 regulates the air quality when open burning creates smoke or odor nuisances. Whereas, Part 115 of PA 451 prohibits both the open burning of yard clippings in communities that are over 7500 in population and the disposal of yard clippings in landfills or incinerators.
By keeping yard wastes separate from other refuse it has eliminated one of the larger components in the residential waste stream. Yard clippings make up almost 20% of the total residential waste stream's composition. Recovering yard wastes through recycling, however, has proven to have many benefits other than conserving only landfill air space.
